My Video card was running at extremely hot temperatures when I checked it
today, and all I was doing was watching TV and surfing the net... does Vista
use the GPU to 100%?
Card type: ATI 9600XT 256MB

Watching TV also causes the GPU to work harder since it is involved in
de-interlacing the incoming video as well as handling the output to your
display.
A high output resolution or use of Aero will also cause your GPU to work
harder.
Does the GPU have a fan and was it working fine?

That is a good point, as it I watch HDTV and run on a 1680*1050 resolution.
The fan works well, but I am working on my cooling system as we speak. But
can I also expect that with code refinements, the video card will free up
somewhat?

Any Vista code refinements may reduce the load on your system CPU but I do
not believe they will reduce the load on your GPU.
A 1080i HDTV program puts more load on the GPU then a 720p program since no
de-interlacing and motion compensation is needed when the signal is decoded.
