Video Card Problem or Windows Problem?

Today when I booted up, I noticed that all my icons were messed up. By
messed up, I mean distorted, pixelated and/or lacking their normal
colors. And the folder icons and the like look like the ones from
windows 95 (bland, dark, and flat), which is very odd.

I checked my display settings, and they are all the same as the last
time I booted, and there weren't any errors in the error log.

I thought maybe it was my video card overheating, so I shut down my
computer, took off the panels and put a fan on it for about a half
hour. I checked my temps, and they were running at ~36*C, so I ruled
out the heat factor.

So now I am at a brick wall. I don't know if this is a video card
problem that can be resolved by replacing it (its 8 years old, so its
overdue anyway), or if this is a deeper windows problem.

Have any of you experienced any similar problems and have a fix, or
any idea what I can do?

By the way, its Windows 2000 Professional up to date on all updates
and patches.

Here is a screenshot of my desktop so you can see what I mean about

Notice how the IE and QuickTime icons are really bulky and undefined,
and AIM, WinZip, Nero, etc are yello instead of orange.

Again, any help would be greatly appreciated.

Double check those display settings. Make sure "effects -> show icons using
all possible colors" is checked.

IIRC, there was a netmeeting bug that could cause this, too. I forget
exactly what. Something Desktop Sharing.
