Video Card Install Problems in Windows XP (code 19)

Recently, I recieved a "code 19" so it says while trying to reinstall
drivers for my video card, the error message is as follows;

"Windows cannot start this hardware device because its configuration
information (in the registry) is incomplete or damaged. (Code 19)"

Does anyone know how I can remedy this problem?
 
Not sure but maybe it can help while I wait for some one
to help me.

Try completely uninstalling every driver for it and DO
NOT REBOOT the system, then try to install and reboot.
