I have video and audio clips in my powerpoint. Most of the audio clips are
playing louder then the video clips. Does anyone know how to make the volume
of the clips all similar?

PowerPoint doesn't "edit" media, it simply plays what you hand it. I would
suggest using an editor to "normalize" the sound files. Audacity does this
well and its a free download from the internet.

Is there another way to do this? Can you do it on movie maker? I am having
some issues with audacity.
