Video adjustment utility?

Any know of a hardware-independent (i.e. not tied to a specific manufacturer
or chipset of video card) screen adjustment utility? Not something that puts
test patterns on the screen - I need a utility that changes your video card's
red, green, blue, brightness, contrast, gamma for all Windows applications.
