HI:
I just upgraded my folks HP desktop PC from Windows ME to Windows XP Home Ed.
In Windows ME, there was an application (with icon on the desktop) called
the HP Tour Guide...his name is Victor...and he provided general introductory
information to folks new to using home computers. Victor was animated and
talked...he spoke information/instructions to you while showing the words in
word-balloons on-screen at the same time. Aftre uograding to XP Home ED.,
Victor kinda works:
you see the viusals, hear the dorrs squeaks, etc..but do not hear his voice
speaking the instructions. How do I go about fixing this so that Victor can
help me in Windows XP Home Ed. ? Thank you...

The application was supplied by HP, not Windows ME.
Perhaps you could try HP for a version that works with XP?

Contact HP to see if they have an XP version of the "Victor" Tour Guide.
