You could ask over on rec.video.desktop.

Editing on a 480MHz processor might not be a lot of fun.
The final output might take a long time.

There are DVD recorders, which record to DVD. But what
you'd be missing in that case, is the ability to edit
the content. Devices like this, could be used at
least, to make a simple copy of the tape. You
"finalize" the DVD when finished recording to it.
And then it should be playable in other devices.

Example of a recorder. This has an Svideo input, as well as
composite plus left/right audio. (Some even offer USB
or Firewire interfaces, implying they can be connected
to the computer.)

In terms of archival storage, the original tapes are as good
a means of storage as any. Depending on the DVDs you use, it
is possible the DVD will "rot away" faster than the tapes
will degrade. So if your plan was a "permanent" archive
in DVD form, it doesn't work that way. The DVDs are
just as susceptible to failure, as anything else. The
formulation of the layers inside, makes a big difference
to how long DVDs last. Even storage on a hard drive,
doesn't guarantee anything - but at least with the
hard drive, you can make fresh copies at regular
intervals, to DVD if you want. The secret to archival
storage, is using more than one backup copy. And doing
regular maintenance (check the copies once a year -
DVDs can even fail faster than that).

Don't even bother, it will be a slow and painful process. And that's
assuming you buy/fit the appropiate encoder card and that you have a DVD
writer and that your PC can even support these items. There are plenty of
outlets that can do VHS-DVD conversions for you, go to one of those.
