You list RCA line-in? Do You know your VGA out has a
line level vid signal output? If not then don't risk it, even
so, You will have serious sync issues.
If your graphics card and TV have S-Video, use that.
If you wish to connect VGA to RGB inputs, either via
SCART or component inputs - I suspect you are out of
your depth. This can only be successfully achieved with
specific graphics cards. And you risk damage to TV.
Component video signals (Y/Pb/Pr) cannot be converted
independently.

Do it wrong and damage will result.

These will only work with compatible graphics cards and TV's that
have component inputs.
But your specific request for conversion to Line level vid sig output
is not viable.
