Verysign - Micro includes this on XP, needs to buy for true sign?

My question is so simple: Microsoft XP-Pro. includes with the Internet the
verysign option, who allows to create a secure ID, for Outlook mail.
However, to get this application (sign ID), we must buy it for.
Why??? If so, why includes this enterprise or otherelse???
The reason of the question is that outlook can sen send e-mail at once for
whoelse. but, we are receiving a message telling that without a verysign ID,
we cannot read any e-mail sent, in the right recipient

Sorry, but this suggestion doesn't seem to have anything to do with Access,
the database product that's part of Office Professional (and the focus of
this newsgroup).

I'd suggest posting your suggestion again in a newsgroup related to Outlook.
