very strange problem

Dear microsoft:

My PC has very strange problem.The folder Option from tool
menu was disarreared.
When I tried from google book result I saw the explaniation about how
to fix.It says I have to enter to regedit.But when I tried that it says
" Editing registray is disabled by Administrator"
..So even I could not enter to "regedit".How can I fix that problem?Also
please reply to me how I can fix about disappearing folder option.And
if it is possible please tell me how it comes.How can I prevent it.I'll
be waiting for your reply.

What is the virus/malware-status of the computer? If you think it is clean,
what programs (and versions) did you use to determine this? Be sure:
