VERY POOR video streaming after reinst Win XP

I've just rebuilt my laptop after getting a nasty virus. Running XP SP3 with
latest drivers etc..... Before the rebuild video streaming on websites was
perfect including gettting the full 450KB/S upload speed from my slingbox at
home.

Now video streaming content is pathetic no even worth watching (slingbox is
streaming at 45KB/s) I'm on a 5mb line and streaming on other PCs is perfect.

I've disabled windows and AVG firewalls and stopped al other progs that
might be slowing the streaming down but i've run out of ideas.

Any thoughts? Please hurry as England VS Austalia is on in 3 hours and i
want to stream it :)
 
What errors appear in Event Viewer?

Please post copies of all Error and Warning Reports appearing in the
System and Application logs in Event Viewer relating to the last boot in
normal mode . No Information Reports or Duplicates please. Indicate
which also appear in a previous boot.

You can access Event Viewer by selecting Start, Control Panel,
Administrative Tools, and Event Viewer. When researching the meaning
of the error, information regarding Event ID, Source and Description
are important.

A tip for posting copies of Error Reports! Run Event Viewer and double
click on the error you want to copy. In the window, which appears is a
button resembling two pages. Click the button and close Event
Viewer.Now start your message (email) and do a paste into the body of
the message. Make sure this is the first paste after exiting from
Event Viewer.

What method did you use to "rebuild" it? If it's a clean install, this

How did you install SP3? Did you use the best practices method mentioned

I wouldn't install SP3 until your PC is in good shape. That means it
needs to be free of malware and it should be able to play streaming
video adequately (assuming your Internet connection and the Web server
are fast enough). Also note the fix for PCs (usually HPs) that come with
hard drive images expecting an Intel CPU but in fact have an AMD CPU.
It's usually best to use the SP3 installation package or CD (that is,
*not* Automatic Updates) while you are offline with a clean boot
configuration:

Not enough information.

It's possible that an incorrect installation of SP3 is responsible. When
certain programs run in the background, they can very well interfere
with a successful installation of SP3.

You said you had had a nasty virus. I wonder if remnants still remain
because you didn't specifically state you had performed a clean install.
Is it possible you performed a repair or parallel install?

Disabling the AVG firewall is fine, but it's imperative you enable the
Windows firewall if you are online. If you have a borked install of SP3,
stopping programs at this point more than likely won't help you. I would
clean install Windows and install SP3 the proper way. Also, make sure
you aren't running both firewalls at the same time!!!!!
