Sorry, vertical is how the Start menu was designed. There might be Start
menu replacements available on the web that could do what you want.

Do you mean the Taskbar? Click in it and drag your mouse to the
middle of the bottom of the screen.

If you mean the actual menus that appear when you click the Start
button, I think they appear where Windows wants them.

The whole start menue and the bottom tool bar used to be on the bottom of the screen, the start menue on the bottom left corner and the time and stuff on the bottom right corner. I click on it or somthing and it moved the whole screen verticle, with the start menue on the top right and time on the bottom left and dragging it is not working

Are you asking about the Start Menu or the Task Bar?

Assuming you mean the latter, here'e my standard post on this subject:

Although by default the task bar appears on the bottom of the screen, it can
be on any of the sides you prefer it on. To move it from any side to
another, simply click on an unused part of it and drag it where you want it.
Be sure to click *within* it, not on the edge; clicking on the edge and
dragging will resize it

If it won't move, it may be locked. In that case, right click on it and
uncheck "Lock the taskbar," then try again.
