My vertical scroll is not working with either my mouse, or using the scroll

That solved the problem.
However, I have another scrolling problem. I use a two wheel Kensiko mouse
and most of the time one wheel will allow vertical scrolling, and the other
will allow horizontal scrolling. Sometimes for some inexplicible reason, both
wheels will only scroll horizontally.
