Vertical scroll bar rolls slowly on it's own

I have xp pro and the scroll bar will not stay at the
top of the window in either OE (6) or the browser. I use sever different
browsers and it does the same thing in all of them. I have to put the
cursor on it and hold it to read
what I want to read.

Usually, if I restart my computer it fixes the problem. I use Bit
Defender 10 (the best I have found) and
SpySweeper 5.02 and check my system often for bad guys. The OS is
completely updated.

Any ideas???? So far, no one has had any ideas.
