I'm new to FP 2003 and trying to figure out all the bells and whistles.
Inside of a "Layer" and also inside of a "Layout cell", is there a way to
vertically align text so I can center it top to bottom?

For a table cell, you can set the alignment under cell properties. You may have to not use layout
table/cells.

Thanks Thomas.
I found what you were talking about under "Cell Properties", but I'm a
little confused now. It's a "layout" cell that I'm working with, and I also
found "VAlign" listed under the layout cell properties. I used this to set
the vertical alignment and it worked OK. Then was curious and went to cell
properties and set a different V alignment here and it over-rode the layout
cell setting. Can you tell me this: If you have a layout cell defined
should you not use the "cell properties", but only the "layout cell
properties"?

I have never used layout table/cell, just plain tables/cells.
