As Kevin has mentioned, you can simply try connecting to the database(or
execute a simply query) to detect the database server availability. Also,
generally, we can specify a connectionTimeout period in the
connectionstring so that the connection estabhlish attemp will timeout in a
certain period .e.g.

{
return "Data Source=(local);Initial Catalog=AdventureWorks;"
+ "Integrated Security=SSPI;Connection Timeout=30";
}
=====================.
Thus, you can control the connection establish attempt within a specific
timespan and determine whether the server is currently available.
