Have you noticed the number of posts this guy makes???
 
Try this:

Start | Settings | Control Panel | Folder Options | File Types tab|
Scroll down to and highlight: (NONE) Internet Shortcut | Advanced
button | Under Actions | Highlight: Open | Edit button | Under Application
used to perform action you should see:

rundll32.exe shdocvw.dll,OpenURL %l

If you don't | copy and paste it into the box | OK | OK | Apply | OK
