My burner came with Nero which works good, but it takes a long time to
encode a movie file. Are there any others out there that encodes more
quickly?

TMPGenc and AVI2VCD encode to VCD MPEG. However, TMPGenc is not praised for
its speed.

Not only that, but it's ability to encode to MPEG-2 is time limited.
Because of that, I consider it to be crippleware and stopped

That limitation is not imposed by the author of TMPGenc, but by the authors
(or license holders) of MPEG-2.

MPEG-2 encoding is not the issue here, Michael asked for a VCD encoder. And
TMPGenc is a full-featured MPEG-1 encoder. For MPEG-2, you could always
recommend version 12a.

Wouldn't that be rather pointless ? 12a cannot currently be downloaded
anywhere. Added to that one would also need the file to translate to
English.

incomplete/corrupt files.

Perhaps there is an MPEG-1 to MPEG-2 converter that is free ? Anyone
know of one ? I expect that if one exists it is probably illegal.

BBmpeg can convert AVI to MPEG-2 :

One could use Virtualdub to frameserve or to make an intermediairy AVI
using a lossless codec.

Different files from what you have been looking for, so what? They can
still convert to MPEG-2 and they are still freeware.
And that's what matters.

Yeah, the last version of TMPGEnc with the free MPEG-2 encoder is quite
popular, and will likely circulate for a long time.

I googled on "tmpgenc 12a" and got LOTS of hits.
