vCalendar/iCalendar Import failed due to permissions?

In Outlook 2003 - I cannot load vcs or ics files...
Outlook always responds with the error message:

vCalendar/iCalendar Import failed. The input file may be
corrupt. You don't have the appropriate permission to
perform this operation.

if I save any item on my calendar, and try to reload it
(without modification) - I get the same thing.

The vcs and ics files are fine - they will load if I
double click them, but I understand IMPORT should allow
multiple VEVENTS - which double clicking the file does not.

What permissions are needed to import a VCS or ICS file?

The HELP in Outlook says nothing.
The Microsoft newsgroups say nothing.
I see nothing on the net to help me.

Help?
 
I can't tell from your message what kind of file you have -- single or multiple. Opening a .vcs/.ics file directly, Outlook can handle only single-event files. If you want to import a multiple-event file, you need to use the File | Import and Export wizard.

It doesn't matter what type, single or multiple - the
error is complaining about permissions. And the issue is
with IMPORT.

I figured out that Outlook won't allow an IMPORT (of .vcs
or .ics) when working OFFLINE. I don't know why - but
when I connect ONLINE, the IMPORT works. When I'm
OFFLINE, it refuses to do an IMPORT. Seems like an
OUTLOOK bug.
