VBA breakpoint Not Working

Is the "Use Access Special Keys" option unchecked, in the Tools ->
Startup... dialog (in Access 2003 or earlier) or the Current Database
options (in Access 2007, if I recall the A2007 option name correctly)?
Unchecking that option suppresses breakpoints.
