VB .NET 2003 Standard and XP Home

I understand from the Microsoft website that Visual Basic .NET 2003 Standard
will run under XP Home but with the following limitations:

¹ Limited functionality. Visual Basic .NET 2003 Standard does not support
creating ASP.NET Web applications or ASP.NET XML Web services when using
Windows XP Home Edition.

I don't know what ASP.NET is ... would this still be an okay learning
environment, or would one run into major limitations very quickly? I'm
looking at the learning edition bundle which includes a Step by Step
tutorial (Halvorson) ... anyone know if this tutorial needs the full
functionality?

ASP.NET is a technology used to develop web applications. If you do not
want to develop web applications, you don't need to be able to run ASP.NET.
For developing a simple Windows Application, you don't need ASP.NET and it
will work fine on Windows XP Home Edition.
