VB Express: Can't Add New Icon File

When I right-click on my project (in Solution Explorer) and go to add
-> New Item, Icon File is not an option. Can I download this template
from somewhere?
 
the image editor thats in VS2003 isnt available for the Express editions. i
dont have VS2005 full yet, but i imagine its in there but not in the free
(express) editions

The image editor is available in VS2005 (pro and up).
