You will have to do it manually.
When you click on one bar, all the bars in the same series (e.g. East) are
selected.
Wait for a short time, then click on the same bar again so that only this
bar gets selected. Double click to bring up the properties and change the
color accordingly.
Another way you can try:
Exit the chart editing mode.
Create a duplicate of the chart (you can bring the original chart off the
slide area).
Right click on the chart, select Grouping > Ungroup > Yes.
Ungroup the chart again.
Now, you can hold down the Shift-key and select multiple bars, then change
the colors accordingly. This will make your job easier if you have lots of
bars to change.
However, take note that by ungrouping the chart, it will simply become a
group of autoshapes.
