Validation Incomplete: Unable to Perform Validation

I am trying to install IE7 beta and it says that it is unable to validate
Windows so then it sends me to MS's Genuine Validation site and I get,
"Validation Incomplete: Unable to Perform Validation".

My Windows install is valid. I am able to get updates automatically and
manually. As a matter of fact I just went to the site to make sure I was up
to date. I already had IE7 beta on this PC but had some issues so I had to
uninstall it to try to reinstall it. The first time I installed IE7 beta
successfully it went throught this validation process successfully.

I can tell you the "Windows Genuine Validation" Active X tool that was
installed on IE I had deleted as I was trying to fix my issue. Well I can't
seem to figure out how to reinstall it.

Can you help me to get IE7 back on and figure out how to get the validation
process in the IE7 to detect that my copy of XP is in fact legal?

OK, I have been able to reproduce and resolve the problem. The problem seems to be with an older version of en_IE7_B1_4_XPSP2.exe

The differences between the versions are very slight. Examining the Signing Time of the Digital Signature reveals a difference between the versions;

With the older version, un-installing and attempting to re-install results in the following error: Validation Incomplete: Unable to Perform Validation.

However, re-installing the newer version should prove to be successful. It worked for me.

The newer version can be acquired from MSDN Subscriber Downloads.
