Is anyone having problems with v3.9 driver set with ATI Radeon 9800 cards?
I have the AIW card. A lot of my OpenGL games do not work (crashes or
can't setup the video).

1. Half-Life (tells me unsupported graphic mode)
2. Doomsday (http://www.doomsdayhq.com) = crash
3. Jedi Academy = crash
4. Jedi Outcast = crash

Do work:
1. Max Payne

Untested:
1. Battlefield 1942
2. C&C:G games

I am going back to v3.8 if I don't find workarounds.

Its been found out at rage3d.com forums that cat 3.9 opengl drivers are
broken for AIW cards. You will want to go back to Cat 3.8 untill this is
fixed for AIW cards. You are not alone. If you know how to, you can install
cat 3.9 and use the cat3.8 opengl32.dll "Or whatever the file is called", so
you can have cat3.9 and a working opengl(3.8) driver.

Where do I put the old opengl32.dll (3.8)? Overwrite the new ones?

Presumably already doumented in the Cat3.9 Release Notes ?

Otherwise, it seems that Ati is slipping back into their old shoddy
driver-release habits and not bothering with any QC.

Thanks. :) I used the atioglxxx.dll method.
