utc files not visible to windows

I make modules for a game called Neverwinter Nights. A file that can be
exported is related to a specific internal model. When I export this model
it creates a .utc file. Now here is the problem. Windows refuses to let me
see this file. I can go into the program and see that I exported it. I can
open software by a third party (like file compression) and see the file, but
when I try to move it around in windows it acts like it is not there.

I have enable viewing hidden files (which has caused confusion in other
areas), but still nada.

This is the latest in a long list of grievences with Vista. I am very close
to reformatting my new laptops hard drive (I've had it for a while now). A a
brief vent, I am not a 'newb' to computers. I started with DOS and the
original I have even built my own systems in the past. I have never had on
operating system that is so restrictive a Vista. As someone who has never
had a virus on their computer (I have always practiced 'safe'/smart computing
at home), I find the whole thing very frustrating.

There, done now.
 
I have a similar, but different problem:

I brought up Vista Ultimate on a new drive.
I still have my two old drives on IDE ports from my old Win/ME system.
On one (E:), I can't see E:\Download while running Vista. When I fill in
the name on the Explorer name space, it says it can't find it.

I also have another drive, F:, which also has a Download folder.
I can see it!

Further, I have a USB drive for backup. It also has a Download folder and
it is visible.

I do have the options set so that everything, including even Windows, is
visible. (If that were the problem I wouldn't see F:\Download.)

It would be nice to have a tool to check its Attributes. But I guess those
days are gone forever!
