According to the "Help and support" program on Windows XP
Home edition, XP can be used as a web or e-mail server by
setting up specific services under the network connection
for which yo wish to set up the service. While it does
mention how to set up a new service it doesnt mention how
to set up specofoc services and more importantly USE
them. Can anyone tell me how to set up a mail server that
can send and recieve e-mail to and from my
computer/network and the internet using Windows XP and
how to set up an e-mail address for that server that i
can use with outlook express?

Are you sure you read it properly? I think you may be refering to the
firewall service options accessed from the settings button on the advanced
tab of the network connection properties box.
That list may be used on an ICS server machine for setting up the firewall
to accept and port-map certain common services.
It doesn't necessarily mean that you have the software present on the
machine.

If you do want info on setting up a mail server then post back with info on
how you're connecting to the internet (ICS, router) and whether you have a
static or dynamic IP. If you have a router, check the config screens and
make a note of whether it supports dynamic DNS services and which ones in
particular.
Don't forget, if you run a mail server it doesn't mean you can receive all
your different email accounts directly. They will always go to their
original mail servers in the first instance.
