using windows fax and scan client and Windows fax server

What do you mean by "fax server"? Also which build of Vista are you using?

Vista build 5308. During setup of the fax client you have the choose of
using a modem or a network fax server. I can only assume that the fax
client during account setup is referring to Windows Fax Services; which i
have running on a windows 2003 server std ed.
 
I'm honestly not sure whether they've tested it with Windows Server 2003 or
not - but it certainly seems to work fine in 5342.

If you have a datafax modem in your PC, thats what you will use to fac if
you are not on a network. If you are on a network, connected to a Windows
Server domain, the Windows Server is setup with fax services installed from
the Windows Components by your Administrator, then you would use Network Fax
Server.

Why would I want to supply 100 users with a modem in each machine? Why
not control faxes from a central location? Again, my question is has anyone
gotten netowrk faxing working using build 5308 (or any build for that
matter) and what steps did you take to accomplish this goal.
 
As long as you set up your Fax Server on Windows Server 2003/2003 R2
properly for it to work with Windows XP clients, it should work exactly the
same with Vista.

Can you nail it down to anything specific?

To be honest, I'm not sure if i have fax services miss configured or
configure properly due to the lack of documentation that exists on technet.
 
We have, of course, tested the Windows Vista Fax and Scan application with a
Windows 2003 fax server. As far as I know, it should be working in most
scenarios. Zack is correct: if you can connect a Windows XP client to your
fax server, you should be able to connect your Windows Vista client to the
server.

I suspect the problem is on the server setup side. You might want to check
http://blogs.msdn.com/sbsdocsteam/archive/2005/12/06/500777.aspx to see if
the instructions there can help.
