Using the PC as a telephone

Is there a program to use the PC/laptop as if it is a telephone? I mean: I
want to connect my laptop (WinXPPro SP1) to the telephone line (as I do when
I want to use it as fax) and using the headphones, the microphone and a
program emulating a keyboard, to use it as a telephone. Maybe my OS has
already this feature, but I don't know it.
