using templates in office 2000 block by activex security?

The security on my pc won't let me download frontpage? I am learning how to
set up my own website help. I need this option to contnue learning from
templates in microsot office online.
 
Download FrontPage, or download a template??

Office online tutorial, etc. are mostly for Office 2003 users and will not work if you have older
versions.
