Using Shift to Open up a database

Hello all, I have learned so much from cruising this forum, thanks to all.

Having read a good amount of info on security, I figured all I really need
to do is to make my database open without any toolbar items. Kind of the "I
can't open the toolbars in this database" question, but reversed.

How do I make it so someone would HAVE to use the shift key when opening to
get to the toolbars?

If you disable all toolbars and menus in your Startup options then the user
would get only one minimal menu unless they held the shift key.
