I have an ADSL Router which is connected to an Internet
static IP. However the router converts the IP to a local
address. I want to utilise the Internet static IP at the
server, however I can only gain access to the local
address range.

How can I set up the server to use the Internet static
IP ?.

For what purpose? You can use port forwarding to redirect certain
traffic to an internal machine. For example, you could forward tcp port 80
to the server for a web server or tcp port 1723 to make a VPN connection.
