Using proxy servers

I need to configure IE 6 to use a proxy server. I've found that when I
change the settings when I'm logged in as with administrator rights, then log
in as any other user, the settings do not carry over. Do I have to change
the settings individually for each user?

You don't mention the version of Windows or Server you are using, so I can
only make a guess. Try creating a proxy server configuration in Group
Policy.

Although it explains how to remove the proxy setting, you can simply reverse
the option to "Enable proxy Settings" to employ it.
