using programs

I've just updated from Win 98. I set up the family as
users but I can only access Nero Burning ROM as an
administrator.
Power users and users are told that the administrator
needs to give permission to use this program. How do I
enable this?

You need to download burning rights from Nero.
That'll do it.

I solved it. It was a question of 'folder permissions'.
The upgrade had left all the folders in 'program files'
accessible to administrators only.
