Using picasa woth windows mail

When I email a pix from picasa email to another addressee, the message comes
back to my windows mail inbox. Would it also have gone to the person it was
intended for? If not, Why not?

Picasa is now integrated with Gmail. You may want to look at these articles:

It is not clear to me if you sent the photo via Gmail webmail or via Windows Mail.
If the latter, there should be a copy in your Windows Mail's Sent Items folder.
