Using PDF as Reports

I have a pdf application form that I would like to use to place fields onto
and use as the background of a report. Can I do this without using the page
size or resolution?
 
You can but it is very problematic. Reason is it is now an image in the
report and page sizing of the image will make your report do some very
strange things such as page breaks you never expected. I found in the long
run duplicating the form using the report tools usually is easier.
