Using Outlook on a Local Network

I have a small internal network of about 10 computers. This network does not have a connection to the web or email. Can I setup/use Outlook to set up a communication system (like email) etc. between the users on the network?
 
Yes, but you'll need a mailserver then. You might want to take a look at
Windows Small Business Server

Yes, but somewhere in the internal network you will need a mail server.
Microsoft has their Small Business Server and other products, or you
can a Linux-based machine running Sendmail, POP, IMAP, etc.
