Using OUtlook 2003 from Office XP for cable connection email

I will no longer be connecting to an exchange server but would still like to use outlook as my email program. Can I use outlook over my Cablevision cable connection through optonline?
 
Yes, Outlook can connect to POP3, IMAP, HTPP and even some other types of
mailservers

Note that Office XP came with Outlook 2002 and not Outlook 2003 as you
stated in the subject.
