Using OU's For Locking Down

Hello,

I am locking down a TS W2K server and want to do this by Group Policys and OU's but I would like to know more about how I should do this.

What I need is :

~ Users to have restricted access to start menu / programs and control panel.
~ Users will need full access to there local PC if they are not using a thin client.
~ Administrators to have full access to the TS server

Im not sure how best to get this. Is group policy's and OU's the way? If it is do I just create a OU inder my domain and put users and TS server in the OU or in there own sub folder in the OU?
