I'm not getting the behavior per the instructions in the link - that is, I
don't see the "Appearances & Themes" choice in
Control Panel (see material in {{{ }}}
This link appears to be for Windows XP Professional. Can Windows XP Home
run multiple monitors?
At the moment I only have a single monitor connected, although my Video card
supports two.
The start of the procedure in the link is reproduced below:

This procedure applies when two or more monitors are connected to one

Open Display in Control Panel.
2.
On the Settings tab, click the monitor icon that represents the monitor
you want to designate as the primary one.
3.
Select the Use this device as the primary monitor check box.
This check box is unavailable when you select the monitor icon that is
currently set as your primary monitor.
