Unless you have a SIP-Based Communications Server or Exchange Server, no you cannot.
You can however use something like LanTalk: http://www.lantalk.net

Why couldn't he just allow other users on his LAN as the only contacts set
up - and vice versa? Technically it wouldn't be confined to the LAN, but if
no other names were listed, practically he would get what he wants.
I believe the idea here is a setup sans internet access.
