using menus and such in other languages

First, I`d like to know why Microsoft hates Asian Languages majors so much and makes it so difficult to satisfactorily and easily deal with Asian Lanuages and/or obtain products that perform such functions.

Kidding aside,
I want to be able to use Japanese, Korean, etc. language menus and popups on XP Pro without spending $1000s of dollars I`d rather use for tuition buying several different versions of windows that I probably don`t have enough HD space for anyway. I remember once upon a time seeing windows updates that allowed just such. Do these still exist? Is there another method? Do I need the MUI pack that I supposedly can`t get because I`m not affiliated with a large cooperation/business? It would be even better if I could run programs written in different languages without having to reset the non-Unicode language setting and reboot everytime as well. Please help, thanks.
 
Windows XP is written in specific language versions, therefore one
cannot change it from one language version to another. You'll need
to purchase a "Full Version" of Windows XP in the language version
you want, reformat your drive and install it "clean".

Or if you have an available empty drive or partition, you can install
another "Full Version" of Windows XP in a different language version
and create a dual-boot configuration.

Once upon a time what I wanted to do was possible via free upgrades through Windows Update (win98 or so?). All my replies are "computer generated responses" since they are typed
on a "computer".

Excuse me if it`s too much trouble to read the original thread that started these messages that are conveniently displayed in the same group of 4 or 5 lines on your screen which outlined what I wanted to do. Obviously if I knew exactly how to go about what I was doing I wouldn`t be asking for help on a newsgroup. As for regards to the `computer generated` responses it was fairly obvious that some sort of patterning was going on when 10 or so different e-Mails were responded to with the exact same word-for-word reply, and virtually the same links. Perhaps my e-mail was drenched with a little too much sarcasm and annoyance, but if all I was going to do is get redirected to a faq which I have already read (my mistake, should have realized that would happen), I never would have posted on this newsgroup. The advice `go put another $1000 plus into Microsoft`s pocket by buying the Chinese, Korean, and Japanese versions of windows or another $300-400 into another version of windows that appears to not actually available via consumer outlets` may be the only way to go about setting up a multi-lingual operation environment, but obviously it was too much effort to actually read my original post (which I`m not going to bother to quote as it should be easy to find group in this same message thread). Even a curt `sorry, that`s not possible` would have more appropriately answered my question if in fact that was the case(which by the way, the auto-response about windows language editions is written in such a way that it treats the reader as if he\she is a total idiot). I`m sorry if I come off as being a prick and I realize it`s a pain answering many of the same or very similar questions over and over again, but a little more thought into responses wouldn`t hurt
