using LOGON.SCR to change pw

Earlier I was asking about recovering lost admin pw and someone provided a
link which had a link to
www.petri.co.il/forgot_administrator_password_alternate_logon_trick.htm

explaining how to replace the admin pw using another OS in another partition
on the same computer

If I got it correctly, the idea is based on an assumption, that LOGON.SCR
is executed before w2k asks for a pw.
If so, renaming a copy of cmd.exe to LOGON.SCR from another OS and
re-booting into the priginal OS, will provide access to cmd.exe before
logging in and allow to change the admin pw using
net user administrator new_pw

I followed the instruction and yet, as before, I am asked for pw before I
can do anything else

Could someone comment on that please?

This means using some bootable CD, but I could not find how to make this CD
They sugest to download 3 files
a.. bd050303.zip (~1.1MB) - Bootdisk image, date 050303 (md5sum:
4c85bc15286e69f9fd347e07711636eb)
b.. sc050303.zip (~1.4MB) - SCSI-drivers (050303) (only use newest drivers
with newest bootdisk, this one works with bd050303) (md5sum:
745a1889b6580bc8f1bfb565e73666d3)
c.. cd050303.zip

What am I supposed to do next? Just unzip all the three and copy them onto
and ordinary blank CD and then boot from it?
 
I just boot off a floppy.
