Using IE shell to start PC

Trying to create a public Kiosk PC that will start using the iexplore shell.
Changed the registry entry
HKLM\software\microsoft\windowsNT\CurrentVersion\Winlogon-
"shell" to "iexplore -k https://www.whatever.com" PC starts but after
applying personal settings splash screen, then blank screen (not frozen)
never gets to the iexplore shell.
 
How would it find it? Explorer translates iexplore to c:\program files\Internet explorer\iexplore.exe. You've cut explorer out of the loop so you have to do it's work.
