There is .adm files (Administrative Templates) for Outlook within the Office
Resource Kit. You can import threes templates into the group policy editor
for edit such settings.

When Office Resource Kit is installed, you will find the adm files in
C:\Windows\inf at the computer where you installed Office Resource Kit. The
file you are looking for is named outlook11.dm (11= Outlook2003) Ensure you
got the correct version of Office Resource Kit that match the version of
your office, e.g 2000, XP, 2003

Within Group Policy Editor right click the Administrative Templates Node and
select import.

What I'd do instead (or perhaps in addition): close any outbound ports
needed in your firewall/proxy. For example, for all but your servers IPs,
allow only outbound 80 and 443. Etc.
