Using Disk Clean up to clear ALL Temp Internet Files

Is there any way for me, Sys Adm., to delete ALL Temporary Internet Files
from the hard drive.

ALL meaning for all users. That way when I defragment my hard drive, more
space is available.

Not using the built-in tools, unfortunately, unless you want to spend
an inordinate amount of time in Windows Explorer, manually delving into
each user profile. CCleaner can be used to facilitate the process, but
you still have to "point" it at the target folders.
