Using DHCPEXIM to import scopes to DHCP running on a cluster.

I would like to migrate DHCP scopes that are currently running on separate
servers to a single central cluster. I would like to keep the reservations
etc that each scope has. The easiest way to do migrate scopes keeping
reservations etc is DHCPEXIM but I cannot get this utility to successfully
migrate to the clustered DHCP service. I repeatedly get Access Denied error
on the server.

Has anyone managed to successfully use this utility to migrate a DHCP scope
to a clustered DHCP server or has any other ideas to migrate these scopes in
an uncomplicated manner?

To migrate:
In cluster administrator take DHCP offline.
Use DHCPEXIM on the active node to import the scope.
Immediately delete the DHCP resource from cluster manager.
Restart the DHCP service on this same mode and check that scope has been
migrated.
Re-cluster DHCP service.
