using CSS for web pages in frames

Using this particular page as the example, I set my accessible options toignore font sizes, and to use a css I made.
I changed the font sizes for BODY using all the different options and could not modify the right frame text at all.
And the only changes I did see were to the words

I turned the ignore fonts option both off and on and couldn't get the fonts to the size I wanted [36 pixel] on either frame except the exception above.

the active, link, and hover all changed fine. But looked totally weird when hovering.

How do I get the CSS to handle the frames ? I expected BODY to do the job.

I probably didn't make it clear. I want the [EXTERNAL] CSS that I create to be able to modify how IE interprets web pages while browsing.
ie: The Jenna Von Oy frame pages.
They aren't mine, and IE6 has the option in accessibility settings to 'USE this CSS' to interpret web pages. My CSS works on SOME pages. but fails miserably on Jennas news page.

That 'quirks' mode is interesting, but I only have access to the CSS on my machine to modify web pages I browse.

It sounds like you need advice from someone with high level expertise
in web page design, and you are not likely to find someone with that
level of skills on a newsgroup aimed at new users of Windows.

This is the closest I could find. microsoft.public.windows.inextexplorer & alt.hmtl.css don't exist.
I have no idea what ieak is, and I doubt anyone's still hanging in ie55..

There's not a lot of U.S. programming groups. I know, I've been using site builders for years.
The Pro's don't have time for NG chat. and searching is pretty much hit &miss.
