Using a weblink on desktop

i sent a webpage to my desktop for quick use. When i click on it says This
file does not have a program associated with it for performing this action.
Create an association in the folder options control panel.

Here is the thing i have no clue what it is talking about.

Im using a broadband connection if this helps anyone figure this out.

2. Try IEFix utility: http://www.mvps.org/sramesh2k/IEFIX.htm
3. Get the URL file asso. fix from http://www.dougknox.com/xp/file_assoc.htm
