Using a Public Folder as an address book in Outlook 2003

We've got an Exchange 5.5 server with Outlook 2000, but we're planning
on upgrading to Outlook 2003 and Exchange 2003.

In the custom build we're creating for Outlook 2003, users lose the
ability to use public folders as an addressbook, even if they have
owner's rights to the public folder. The only users who don't have the
"Show this folder as an e-mail address book" checkbox grayed out in
the <public folder>/properties/Outlook Address Book tab are system
administrators.

This is a very bad thing, since everybody has tons of public folders
acting as auxiliary addressbooks. While I figure this is a rights
issue, I am at a loss as to what we did to cause this, or how to fix
it.....

Any wizards out there?

This sounds like the Outlook Address Book is not being included in the mail
profile.
